The Egypt National Strategy for Women Empowerment 2030 launched in 2016 is based on four pillars: Political Empowerment and Leadership, Economic Empowerment, Social Empowerment, and Protection. Each pillar includes a main goal and a number of sub-goals, in addition to a set of indicators to measure impact. A quantitative target was also set for each indicator to be achieved by 2030.

Accordingly, it was mandatory to establish an independent mechanism for follow-up and evaluation so as to ensure its neutrality and transparency. In 2017, the Egypt National Observatory for Women (ENOW) was launched to serve this purpose.
